To improve the conditions of the Protected Marine Area and obtain consistent results, the Area management has developed the Management Plan and Rules.
This is an operational tool that regulates the use of the territory in order to ensure compatibility with habitats and species that enrich the area, through identifying actions and interventions necessary for conservation, maintenance and/or repair.
The management of the site strives for one single specific outcome: to safeguard the efficiency and functionality of ecological habitats and species within the area's boundaries.
A thorough action plan was necessary after preliminary reports stressed the presence of improper land use in coastal sections of the Marine Area.
Consequently, Area management established a planning office.
The following plan was prepared with the help of scientific experts from various universities: Department of Earth Sciences, University of Cagliari; Department of Botany and Plant Ecology, University of Sassari; Department of Territorial and Resource Studies, University of Genoa; Department of General Services, Faculty of Economics, University of Sassari; and other consultants.
The Plan also incorporated guidelines established by the Ministry of Environment. These guidelines can be summarized in the following four points:
1. Formulation of the cognitive framework relative to site characteristics, with the different descriptive components based on previously acquired knowledge and supplemented by later studies.
2. Analysis of ecological requirements of species and habitats of community interest. Assess whether these species and habitats have favorable conditions for conservation, and plan their evolution.
3. Preparation of detailed management goals and objectives, indicating if any potential conflicts exist in these objectives and prioritize eventual projects.
4. Definition of management strategies and analysis of cost and time needed to conduct activities to achieve goals. Finally, periodic monitoring of results to evaluate the overall effectiveness of the strategy.
The Protected Marine Area's Strategic Plan was drafted and is composed of four parts, following aforementioned Ministry of Environment guidelines.
The first part contains the environmental reference framework, including classifications of biological, geological and ecological aspects.
The second part includes the socioeconomic reference framework, complete with a description of a detailed analysis of socio-economic dynamics in the territory.
The third part discusses management operations, with a critical analysis and evaluation of habitats and species and the eventual creation of management projects and objectives. The fourth and final part includes maps and charts.
